What is the best way to go about gathering the sleeves and neckline of my peasant blouse that I made? So far it is a shirt that is about twice the size of my body (I did this so that I could gather the fabric along the top of the shirt.) Should I run a ribbon through it to gather it, and tie it in the back? This is for a pirate costume so it does not have to look perfect.

I would do exactly that - weave it through, if you can, that way you can pull it at the back to gather it, but by using a ribbon you can still at least untie it/ungather it if you wanted.. or adjust it according to preference.
